Oregon permits medical and adult-use cannabis. Adults 21 and older may possess up to two ounces in public and eight ounces at home, subject to separate extract and product limits. A household may grow four plants out of public view. Public consumption, interstate transport, and use on federal property remain prohibited.
An adult may possess up to two ounces of usable marijuana in public and up to eight ounces at home. The law also allows up to one ounce of cannabinoid extracts or concentrates, 16 ounces of a cannabinoid product in solid form, and 72 ounces in liquid form. The eight-ounce home limit is not a public carry limit.
Adults may cultivate no more than four marijuana plants per household at the residence, out of public view. Local governments may regulate the time, place, and manner of home cultivation but cannot replace the statewide possession baseline. Medical cardholders and designated growers have separate patient-specific rules.
For this section, adult means a person 21 or older. A personal home grow is separate from a commercial cultivation license: the allowance only covers personal, noncommercial cultivation by eligible adults who follow the residence, plant-count, security, visibility, landlord, and local-rule limits described above.
Regulator: Oregon Liquor and Cannabis Commission (OLCC)
License classes:
Caps: Oregon is a generally tiered market. Current license availability, moratoria, and renewals are governed by OLCC operational pages and can change through rulemaking.
Integration model: Operators may hold more than one compatible license, while laboratories have independence restrictions.
Round status: Check OLCC licensing pages for current application availability, moratoria, and renewal conditions.
Local control: Local governments retain zoning and business authority and may prohibit licensed marijuana businesses.
Jobs outlook: The mature market supports producer, processing, wholesale, retail, laboratory, compliance, and Metrc reporting roles, subject to worker-permit eligibility.
