Is cannabis legal?

California legalized medical cannabis in 1996 and adult use in 2016; licensed adult-use sales began January 1, 2018. Adults 21 and older may possess limited cannabis and grow six plants at home, but commercial access depends on both a state license and local authorization.

Possession limits

Adults may possess up to 28.5 grams of non-concentrated cannabis, up to eight grams of concentrate, and the harvest of their six lawful plants. A retailer may sell the same adult-use amounts per day, plus up to six immature plants. Qualified medical patients may possess up to eight ounces of dried cannabis daily, or more when medically supported.

Home cultivation

Adults may cultivate up to six living plants per private residence, not per person. Plants and harvested cannabis must be kept in a locked space that is not visible from a public place. Local governments may reasonably regulate and may prohibit outdoor personal grows, but cannot ban indoor cultivation of the six plants. Landlords may prohibit cultivation on their property.

For this section, adult means a person 21 or older. A personal home grow is separate from a commercial cultivation license: the allowance only covers personal, noncommercial cultivation by eligible adults who follow the residence, plant-count, security, visibility, landlord, and local-rule limits described above.

Licensing and market structure

Regulator: California Department of Cannabis Control (DCC)

License classes:

• Cultivation
• Manufacturing
• Distribution
• Retail storefront
• Retail non-storefront delivery
• Microbusiness
• Testing laboratory
• Cannabis event organizer
• Temporary cannabis event

Caps: California has no statewide numeric license cap; state licensing is open and rolling where applicants secure local authorization.

Integration model: Vertical integration is broadly permitted, including through the Type 12 microbusiness license; testing laboratories must remain independent.

Round status: DCC accepts rolling applications, subject to local availability and active rulemaking.

Local control: A state license requires local approval, and cities and counties may ban commercial cannabis. 2025 scorecards reported that about 44% of jurisdictions allowed at least one cannabis business type.

Jobs outlook: California has a large but uneven market: employment spans cultivation, manufacturing, distribution, retail, testing, delivery, and compliance where local licensing permits operations.

Working in the industry

• Credential: California has no state worker permit or agent card. Licensees issue each employee a required photo identification badge for commercial cannabis activity, and employees must be at least 21.
• Training: California does not require a statewide responsible-vendor certificate, although local governments and employers may add training requirements.
• Labor peace: Licensees with 10 or more employees must enter, or attest they will enter, a labor peace agreement with a bona fide labor organization. The requirement remains in force despite pending litigation.
• Track and trace: All licensees use California Cannabis Track-and-Trace (CCTT), the state Metrc system.
• Off-duty law: California law does not provide a cannabis-specific statewide off-duty employment protection.

Market stage and hiring reality

• California is the country's deepest legal cannabis labor market, but it is not one market — it is a patchwork of local jurisdictions layered over a mature, price-compressed statewide industry.
• Hiring concentrates where local authorization exists (roughly 44% of cities/counties allow any license type), and the strongest employer signal is a mix of large vertically integrated brand/retail operators (Glass House Brands, STIIIZY, Cookies, Catalyst Cannabis, Jeeter/DreamFields), a distinct multi-state operator layer serving CA through subsidiaries (TerrAscend/The Apothecarium), and cannabis-adjacent corporate/brand roles that don't require a plant-touching license at all.
• The key caution for candidates: California has enough volume to reward selectivity — operator stability, local permitting status, and role specialization matter more here than in smaller markets, and license-count growth does not equal hiring growth given ongoing market contraction and license attrition.

Fact	Finding	Freshness	Confidence
Market model	Adult-use + medical, dual state/local licensing; local authorization required in addition to a DCC state license	stable	high
Regulator and current licensing posture	Department of Cannabis Control (DCC); open rolling state applications, but only ~44% of CA cities/counties allow any cannabis business type (2025 PHI scorecard); DCC's own FY2024-25 supplemental report counts 7,912 active annual licenses + 376 active provisional licenses (~8,288 total) as of that report	volatile	medium
Active-market signal	Statewide license total is contested between sources: DCC's own FY24-25 supplemental report shows ~8,288 active licenses, while CRB Monitor's Q1 2026 licensing-activity report cites "12,000+ active state licenses." The two sources have not been reconciled.	volatile	low
Material change in the past 12 months	Excise tax rolled back from 25% to 15% (AB 564, effective Oct 1, 2025 through June 30, 2028) — a fiscal, not licensing, change relevant to operator margin and hiring stability	stable	high

Employers and operator map

Employer or group	Why it matters	Footprint	Likely roles
Glass House Brands	Operates the largest cannabis greenhouse in California	~5.5 million sq ft greenhouse cultivation campus, Ventura County (Camarillo/Carpinteria area), confirmed via company acquisition press releases and active 2026 job postings for Cultivation Associate roles	Cultivation, plant care/trim, facility sanitation, greenhouse operations, general labor
STIIIZY	California-rooted, best-selling vape/brand in CA per BDSA tracking; operates its own retail dispensaries plus corporate/brand roles	Multiple CA retail locations (LA confirmed, 18 LA-area openings noted); official careers page (stiiizy.com/pages/careers) lists CA retail and corporate roles	Retail/dispensary, packaging, distribution, marketing/brand, customer service
Catalyst Cannabis	One of the larger independent CA retail chains, useful as a non-MSO retail employer example	30+ retail locations across Southern California and one Bay Area location (Daly City), confirmed via official site's dispensary-locations page	Retail/dispensary associate, store management
Cookies (Cookies Dispensary / Cookies California)	Recognizable CA-born cannabis brand with an expanding company-operated and licensed retail footprint	Confirmed storefronts in Los Angeles, Sacramento, San Diego area, San Francisco Bay Area, and other CA cities via official cookiesdispensary.com/california page	Retail/dispensary associate, store management, brand/marketing
Jeeter (a DreamFields Brand)	Best-selling preroll brand nationally with a large single-site CA manufacturing/distribution footprint; described by the company as the largest employer in Desert Hot Springs	4.2-acre / ~18,000 sq ft manufacturing, fulfillment, and distribution campus in Desert Hot Springs, CA; employee counts reported inconsistently across sources (roughly 300–1,000 depending on source and date)	Manufacturing/production, packaging, fulfillment/warehouse, distribution
The Apothecarium (operated by TerrAscend)	Illustrates the MSO layer operating CA retail under a distinct brand rather than its parent name	Northern California dispensary locations, confirmed via TerrAscend's own careers page (careers.terrascend.com/the-apothecarium) which lists "Wellness Associate" roles	Retail/dispensary ("Wellness Associate"), store operations

Where jobs cluster

Area	Why it matters	Likely roles	Confidence
Los Angeles / Southern California (LA County, Orange County)	Largest concentration of named-employer retail and brand headquarters activity (STIIIZY, Catalyst, Cookies LA-area stores, Jeeter's Desert Hot Springs facility in the Inland Empire/Coachella Valley)	Retail/dispensary, brand/marketing, manufacturing/production, distribution	medium
Ventura County (Central Coast, Camarillo/Carpinteria)	Site of the largest single cannabis cultivation facility footprint identified (Glass House Brands, ~5.5M sq ft)	Cultivation, greenhouse operations, plant care/trim, facility labor	high
Bay Area / Northern California (San Francisco, Daly City, Sacramento)	Secondary confirmed retail cluster (The Apothecarium/TerrAscend in Northern California; Catalyst's Daly City store; Cookies Sacramento)	Retail/dispensary, some corporate/brand roles for CA-headquartered vendors	medium
Humboldt County / Emerald Triangle (legacy cultivation region)	Historically the state's cultivation-license epicenter (led the state with 1,163 cultivation licenses, ~27% of statewide total, as of a Dec-2019 county count), but 2026 local reporting describes the local industry as having "dramatically shrunk" as the market matured	Cultivation, legacy small-farm labor — but demand is described as declining, not a current growth cluster	low

Role fit

Role family	Why it fits this state	Transferable backgrounds	Readiness constraint
Retail / dispensary associate ("budtender," "Wellness Associate")	Largest visible hiring category across confirmed CA retail employers (STIIIZY, Catalyst, Cookies, The Apothecarium)	Hospitality, regulated retail, food service	Must be 21+; employer issues DCC-required ID badge (4 CCR § 15043) — no separate state worker permit
Cultivation / greenhouse operations	Live, confirmed demand at scale-cultivation sites (Glass House Brands 2026 postings for Cultivation Associate I)	Agriculture, greenhouse/nursery work, general farm labor	Physical labor role; facility-specific SOPs; 21+ requirement
Manufacturing / production (preroll, infused products, packaging)	Confirmed large single-site footprint at Jeeter/DreamFields (Desert Hot Springs)	Food/beverage manufacturing, warehouse/production line work	Facility-specific training; employer-managed badging
Distribution / logistics / delivery	Distribution is a distinct, structurally significant CA license category (state's "horizontal middle layer"); delivery-only (Type 9) retail license exists specifically for this	Logistics, warehouse, commercial driving	Requires a clean driving record for delivery roles (a typical employer policy, not a state rule)
Compliance / track-and-trace (Metrc) / inventory	Statewide mandatory CCTT-Metrc use for all licensees creates a structural need for compliance and inventory-trained staff at every operator size	Retail/inventory management, regulated-industry compliance (alcohol, pharmacy, food safety)	Usually trained on the job by the employer; no separate state credential
Brand / corporate roles (marketing, ecommerce, wholesale sales, finance, HR)	Likely given multiple CA-headquartered brands (STIIIZY, Cookies, Jeeter) with confirmed corporate operations, though overall demand volume isn't quantified here	Consumer brand marketing, ecommerce, general corporate functions	Not tied to plant-touching license requirements, so treat it as a background-transfer opportunity rather than a confirmed high-volume category

Before you apply

• Check local authorization before assuming a role is stable. Because only ~44% of CA cities/counties allow any cannabis business type, verify that the employer's city/county actually permits the license type behind the job (e.g., via the jurisdiction's own cannabis licensing page or DCC's license search tool) rather than assuming statewide legality guarantees a durable local job.
• Ask how the employer manages your DCC-required ID badge and Metrc/track-and-trace training, since California has no separate state worker permit — onboarding quality (badge issuance, compliance training) is employer-managed and varies, and a disorganized employer here is a red flag distinct from states with a state-issued credential.
• Target Ventura County and the Inland Empire/Coachella Valley specifically for cultivation and manufacturing roles (Glass House Brands, Jeeter/DreamFields) rather than assuming these role types are evenly distributed statewide.
• Do not treat Emerald Triangle/Humboldt County as a growth market for legacy cultivation jobs — 2026 local reporting describes the licensed market there as having contracted as the state matured; candidates seeking cultivation work should weight large-scale Southern California greenhouse/indoor operations more heavily than legacy Northern California outdoor grows.
• Use the labor-peace-agreement threshold (10+ employees) as a due-diligence signal — larger CA operators are required to have or attest to a labor peace agreement with a union; candidates interested in job stability/representation can ask about this status directly.
• Cross-check named-brand retail postings against the company's own careers page (not just a job aggregator) before applying, since aggregator listings for national brands with a California presence don't always tie to a currently open, in-state posting.

Criminal records and cannabis work

There is no state criminal-history bar to ordinary cannabis employment because rank-and-file workers are not state licensed. For licenses, California may deny only offenses substantially related to licensure and cannot deny solely for a completed-sentence controlled-substance possession, sale, manufacture, transport, or cultivation conviction. Prior qualifying cannabis convictions are also subject to Proposition 64 and AB 1793 relief.
