New Jersey has adult-use and medical cannabis. Adults 21 and older may possess up to 6 ounces and purchase a one-ounce equivalent per dispensary transaction, but cannot grow cannabis at home. The Cannabis Regulatory Commission regulates a rolling-application market with municipal approval requirements.
Adults 21 and older may possess up to 6 ounces. A dispensary transaction may include one ounce of dried flower, 4 grams of solid concentrate or vape oil, 1,000 mg of ingestible products, or a prorated combination. Possessing more than 6 ounces is a fourth-degree crime. Medical patients have separate program rules; the reported 3-ounce monthly cap should be rechecked with current CRC materials.
New Jersey does not allow home cultivation for any adult or medical patient. Growing fewer than 10 plants remains a third-degree crime. Bills S2564, A1674, and S1758 would change this if enacted, but none has advanced to a floor vote yet.
Neither being 21 or older nor holding medical authorization creates a personal grow right in New Jersey. Cultivation is limited to licensed businesses or another explicit state-law exception, so a person should not start plants without a current legal basis.
Regulator: New Jersey Cannabis Regulatory Commission (NJ-CRC)
License classes:
Caps: The former 37-cultivator cap expired in February 2023. There is no statewide numeric cap on license classes, and microbusinesses are uncapped.
Integration model: Specified vertical integration is permitted, including concurrent Class 1, 2, and 5 licenses under statutory conditions; wholesalers, distributors, and delivery businesses have cross-ownership restrictions.
Round status: Applications are accepted on a rolling basis, with priority review for social equity, diversely owned, and impact-zone businesses.
Local control: Municipalities may opt out of license classes and local approval is required before CRC licensure.
Jobs outlook: The rolling, uncapped market supports employment across licensed businesses, but current retailer and license counts should be drawn from CRC meeting materials rather than secondary estimates.

Cannabis-related convictions cannot disqualify owners or employees, whether or not expunged. Other disqualifiers are limited to substantially related indictable offenses, and the 2026 law limits that review to the prior five years while authorizing CRC exemptions for certain entry-level roles. Social Equity status gives priority to applicants with cannabis convictions or qualifying economically disadvantaged-area residency.

Yes. People accessing a cannabis business or handling cannabis need a CRC Cannabis Business Identification Card physically in hand before they start work. The licensed business submits the registration and confirms approved training.
No. Cannabis-related convictions cannot disqualify owners or employees. New Jersey instead prioritizes eligible social-equity applicants, including people with past cannabis convictions, while reviewing only certain substantially related recent indictable offenses.
