Missouri has adult-use and medical cannabis under Article XIV of its Constitution. Adults 21 and older may possess up to three ounces. Home cultivation is legal only with a state Consumer Personal Cultivation Authorization ID Card, and licensed-facility workers need a DCR Facility Agent ID card.
Adults 21 and older may possess up to three ounces of dried, unprocessed marijuana or its equivalent in other product forms. Harvested home-grow product above three ounces must remain in the locked cultivation facility at the private residence. Medical patients should confirm current purchase and possession limits with their dispensary, since those figures are set separately from the adult-use limit.
An adult with a Consumer Personal Cultivation Authorization ID Card may grow six flowering plants, six nonflowering plants over 14 inches, and six clones under 14 inches for personal, noncommercial use. Plants must be in an enclosed, locked facility at a private residence and not visible by normal unaided vision from public view. The fiscal-year 2026–27 consumer card fee is $115.68 and the card is valid for three years.
For this section, adult means a person 21 or older. Missouri also requires the personal cultivation authorization described above; a business cultivation license is a separate commercial permission.
Regulator: Missouri Division of Cannabis Regulation (DCR)
License classes:
Caps: Article XIV requires at least 144 microbusiness licenses, issued in lottery rounds of 48. Missouri has no general numeric cap on comprehensive license classes.
Integration model: Vertical integration is permitted, not required, through separately licensed cultivation, manufacturing, and dispensary operations.
Round status: New cultivation, manufacturing, testing, and dispensary applications are closed. The final microbusiness lottery cycle had a July 13–27, 2026 application window, a September 9 drawing, and expected December 2026 awards; verify the current status with DCR.
Local control: Local governments cannot ban adult-use sales outright without a local vote, but may impose an additional local sales tax of up to three percent.
Jobs outlook: More than 220 dispensaries were reported operating in early 2026. Hiring centers on licensed facilities, with future social-equity opportunity tied to the final microbusiness lottery.

A past cannabis conviction is generally not a bar to an agent ID or industry work. The disqualifying-felony definition excludes nonviolent marijuana offenses and many nonviolent or older offenses, while violent felonies and recent incarceration-related felonies can disqualify. Article XIV also provides automatic expungement for eligible marijuana convictions and includes justice-involved eligibility pathways for microbusiness applicants.
