Arkansas is a medical-only state. Registered patients and caregivers may possess up to 2.5 ounces of usable marijuana and buy up to that amount during a rolling 14-day period from licensed dispensaries. Adult-use cannabis remains illegal, and home cultivation is prohibited for everyone.
A registered qualifying patient, designated caregiver, or approved visiting patient may possess up to 2.5 ounces of usable marijuana and purchase up to 2.5 ounces in a rolling 14-day period. Possession without a registry ID card remains subject to Arkansas’s general controlled-substances law.
Arkansas does not authorize personal cannabis cultivation, including for registered patients and caregivers. Medical cannabis must come from the program's licensed cultivation facilities and dispensaries.
Neither being 21 or older nor holding medical authorization creates a personal grow right in Arkansas. Cultivation is limited to licensed businesses or another explicit state-law exception, so a person should not start plants without a current legal basis.
License classes:
Caps: Amendment 98 caps cultivation facilities at 8 and dispensaries at 40.
Integration model: Cultivation and dispensary licenses are separate; vertical integration is not mandated.
Round status: The market is capped and no open application round was identified. At the May 2026 renewal meeting, 34 of 37 dispensaries and 6 of 8 cultivators were renewed on schedule, while five licenses were delayed over paperwork.
Local control: Cities and counties may use local voter initiative to prohibit cultivation facilities or dispensaries.
Jobs outlook: Hiring is concentrated in a small, capped medical market, especially licensed dispensary operations.
