Massachusetts has medical and adult-use cannabis programs. Adults 21 and older may possess two ounces from a licensed sale or gifting, keep up to 10 ounces at home, and grow a secured household crop. The Cannabis Control Commission continues to regulate the market while implementing major 2026 reforms.

The Cannabis Control Commission continues to regulate the market while implementing major 2026 reforms.
Adults 21 and older may possess up to two ounces of flower or its equivalent in concentrate following the April 2026 modernization law. Until CCC adopts new conversion standards, current official materials do not specify a fixed concentrate-gram limit. At home, adults may keep up to 10 ounces plus lawful home-grow harvest; amounts over one ounce must be locked. Adults may give up to the personal amount to another adult without payment.
An adult may grow up to six plants at a primary residence, with a maximum of 12 plants in a household with two or more adults. Plants must be locked and not visible from a public place without binoculars, aircraft, or other optical aids.
For this section, adult means a person 21 or older. A personal home grow is separate from a commercial cultivation license: the allowance only covers personal, noncommercial cultivation by eligible adults who follow the residence, plant-count, security, visibility, landlord, and local-rule limits described above.
Regulator: Massachusetts Cannabis Control Commission (CCC)
License classes:
Caps: There is no statewide numeric cap on total licenses. H.5350 raised per-entity retail control limits from three to six, while the exact updated statutory ceilings should be confirmed from the session law.
Integration model: Vertical integration is permitted through separate activity licenses but is not required for adult-use businesses; legacy medical treatment centers used a vertically integrated model.
Round status: Social-consumption regulations took effect January 2, 2026, subject to municipal opt-in. A proposed extension of delivery exclusivity for social-equity and economic-empowerment participants to 2029 had not been adopted.
Local control: Municipalities control zoning and Host Community Agreements; social consumption requires municipal opt-in.
Jobs outlook: The mature market supports cultivation, retail, manufacturing, delivery, laboratory, compliance, and new social-consumption roles, while the November 2026 repeal ballot question is a material market risk.
